Abstract

This paper looks at Russia’s and China’s attempt to offset US influence in Central Asia. The author particularly examines the enhanced cooperation conducted under the banner of the Shanghai Cooperation Organization (SCO). He warns that advancing US interests in Central Asia will become more complicated if Russia and China are ignored, and maintains that dialogue and limited cooperation with both countries in areas of mutual interest should be important elements of a successful US strategy for the region.
